The Deputy Treasurer supports the Treasurer and leads financial operations for the Township of Champlain, managing payroll, tax billing, tax receipts, and supervising a 4-person finance team. This full-time role requires strong accounting expertise, leadership capability, and bilingual proficiency (English and French).
Key Responsibilities
Prepare journal entries, reconcile general ledger accounts monthly, and assist with budget preparation and HST reporting
Supervise, train, and mentor 4 finance support staff; manage HR functions including performance evaluation and attendance
Manage full municipal taxation process including collector's roll, tax bills, adjustments, and write-offs
Oversee payroll functions, verify and approve all payrolls and remittances, file statutory reports (EHT, WSIB, OMERS)
Administer water/sewer billing, manage banking services, maintain tangible capital asset inventory, and fulfill Treasurer duties during absences
Qualifications
University degree in accounting, finance, or related discipline, or equivalent education and work experience
Five or more years progressive experience in an accounting environment
Bilingualism (English and French) — required
Strong knowledge of GAAP, financial reporting standards, and municipal budgeting processes
Demonstrated leadership with prior experience supervising, training, and evaluating staff; proficiency in Microsoft Office Suite and accounting software (VADIM or equivalent)
