The Township of Champlain seeks a Director of Infrastructure to provide strategic leadership and operational direction for municipal infrastructure services including transportation, water and sewer systems, facilities management, and waste disposal. Reporting to the Chief Administrative Officer, this role leads a dedicated team and shapes service delivery across the Township.
Key Responsibilities
Oversee road network design, construction, and maintenance; manage subdivision and development review
Manage three water and wastewater systems through the Ontario Clean Water Agency and ensure regulatory compliance
Oversee landfill operations and implement waste management programs
Prepare and administer operating and capital budgets for Public Works department; lead all HR functions including staffing, performance management, and health and safety
Prepare Council reports, attend Council meetings, develop and enforce municipal by-laws, maintain stakeholder partnerships, and ensure emergency response readiness
Qualifications
University degree in Civil Engineering or related field, C.E.T. designation, or equivalent combination of education and experience
Minimum five years of municipal public works experience at a supervisory level with proven leadership success
Experience in strategic planning, budget processes, financial reporting, and forecasting
Strong command of the English language; bilingualism considered an asset
Valid G Class driver's licence; Police Criminal Record Check required
Position Details
Full-time, regular position; 37.5 hours per week
4 weeks vacation plus 1 week time-in-lieu of overtime
